A non-flashing dog collar or tag in the UK

Hi  there

As usual... I want something which isn't easily available in the UK  but it is is the USA...  Can anyone help with locating a non-flashing night visibility collar or tag (waterproof is a bonus) which can be bought in the UK without paying import transport etc.  Reflective collars - no good.

My friend has got ones you can buy in a bike shop they are like a tag and have elastic and she ataches them onto the collar, they do flash but they also have a still light aswell, they do them in Tescos now to, ones a white light the other is red.
