The only person I have heard of that can walk on water is Jesus!

As mentioned, local byelaws may have specific laws about where and when and how you can exercise your dog, some have been draconian hence KC Dog.

Our local council has had dog control orders for some time now, it's just basic common sense stuff at the moment like not letting them in childrens play areas of sports enclosures etc.
